WhatsApp Business Platform Introduces Charges for Customer-Service Replies
WhatsApp Business Platform introduces charges for customer-service replies as Meta changes how businesses are billed for messages sent through its business messaging platform.
The pricing change took effect on October 1, 2026, and affects businesses using the WhatsApp Business Platform, either through direct integration or through solution providers. Under the new structure, businesses in India receive 1,000 free service messages per business phone number every month. After that allowance is used, additional service messages are charged at ₹0.115 per delivered message.
The change is significant because service replies had previously been free. Meta made service conversations free for businesses from November 1, 2024. The company has now moved those replies into a per-message charging structure.
The latest pricing change does not mean that customers will have to pay to contact businesses. Customer-initiated messages remain free, while the new charges apply to messages sent by businesses through the WhatsApp Business Platform.
WhatsApp Business Platform Changes Service Message Pricing
WhatsApp Business Platform introduces charges specifically for service messages, which are generally non-template responses sent by businesses after customers contact them.
When a customer sends a message to a business, a 24-hour customer service window opens. Businesses can send free-form responses during that window.
From October 1, those service replies became subject to Meta’s new per-message pricing structure after the monthly free allowance is exhausted.
A service message can include a normal response from a customer-service representative or a response generated through a third-party AI system.
For example, if a customer asks a business:
“Where is my order?”
and the business representative replies with a normal text response, that reply is considered a service message.
The important change is that such responses are no longer unlimited and free on the WhatsApp Business Platform.
1,000 Service Replies Remain Free Each Month
For businesses in India, Meta has introduced a monthly allowance of 1,000 free service messages for each business phone number.
The allowance is based on messages rather than conversations.
For example:
- 800 service replies: all 800 are covered by the free allowance.
- 1,000 service replies: all 1,000 remain free.
- 1,500 service replies: the first 1,000 are free and the remaining 500 are charged.
- 10,000 service replies: the first 1,000 are free and the remaining 9,000 are charged.
At the current India rate of ₹0.115 per additional delivered service message, 500 chargeable messages would cost ₹57.50 before applicable taxes.
The allowance applies separately to each business phone number.
India Service Message Rate Is ₹0.115 Per Message
For Indian recipients, the service-message rate after the free allowance is ₹0.115 per delivered message, according to the current pricing information reported from Meta’s rate card.
The charge is calculated on delivered messages.
This means businesses that handle a large number of customer conversations through WhatsApp Business Platform will need to track the number of outbound service replies they send.
The cost can become more noticeable for businesses where customer support teams exchange multiple messages within a single conversation.
For example, a customer may send one question, but a support agent could send several separate responses while resolving the issue. Under per-message billing, those individual business replies can contribute to the monthly service-message usage.
The 24-Hour Customer Service Window Still Exists
The pricing change does not remove the 24-hour customer service window.
When a customer contacts a business on WhatsApp, the customer service window opens. Businesses can respond with service messages while that window remains active.
What has changed is the pricing of those responses.
Before October 1, 2026, service conversations were free. From October 1, service messages became chargeable after the monthly free allowance.
Businesses therefore still need to follow the existing WhatsApp rules governing when free-form messages can be sent.
Utility Messages Inside the 24-Hour Window Are Also Charged
Another important change took effect at the same time.
Utility messages sent inside an active 24-hour customer service window are also chargeable from October 1.
Utility messages are generally used for transactional or account-related communication, such as order updates, delivery notifications and similar customer-requested information.
These messages had been free inside the customer service window since July 1, 2025. Under the new pricing structure, that exemption has ended.
For India, the current utility rate is also ₹0.115 per delivered message.
Importantly, the 1,000-message free allowance applies to service messages, not utility messages. Utility messages sent within the customer service window are therefore billed separately.
WhatsApp Business Pricing Is Now More Focused on Individual Messages
The latest change follows Meta’s broader move toward per-message pricing.
In July 2025, WhatsApp Business Platform moved from conversation-based pricing to per-message billing for template messages. Marketing, utility and authentication templates were subsequently priced according to individual delivered messages rather than a single conversation charge.
The October 2026 update extends this approach to service messages.
As a result, businesses now need to look at individual outbound messages when calculating their WhatsApp communication costs.
The distinction between a conversation and a message is important. One customer-support conversation can contain multiple business replies, meaning the number of conversations alone does not provide the complete picture of potential messaging costs.
Marketing Messages Remain Separately Charged
The new service-message pricing does not replace the existing pricing for marketing messages.
In India, the current marketing message rate is ₹0.8631 per delivered message, according to current reporting based on Meta’s pricing information. Utility and authentication messages are listed at ₹0.115 per delivered message.
Marketing messages include communications such as:
- Promotional offers
- Product announcements
- Sale campaigns
- Marketing communications
These are separate from customer-service replies.
The distinction is important for businesses because different categories continue to carry different rates.
Customers Do Not Pay for WhatsApp Business Conversations
The pricing change is directed at businesses using the WhatsApp Business Platform.
Customers do not have to pay Meta to send messages to businesses or receive business replies.
The incoming customer message itself remains free from Meta’s business messaging charge. The new cost applies to qualifying messages sent by businesses through the platform.
This means the change is primarily a business-side pricing update rather than a new charge for ordinary WhatsApp users.
Regular WhatsApp and the WhatsApp Business App Are Not Affected
The October 2026 pricing change applies to the WhatsApp Business Platform.
It does not apply to regular WhatsApp users or businesses using the standalone WhatsApp Business app in the same way as the Platform pricing structure.
The WhatsApp Business Platform is designed for businesses that require API-based communication, automation, integrations and larger-scale customer messaging.
Meta has also been expanding business tools on WhatsApp, including AI-powered customer support and calling capabilities for businesses using the platform.
AI Customer Support Is Part of the Changing WhatsApp Business Landscape
The timing of the pricing change comes as Meta expands artificial intelligence in business messaging.
Meta introduced Business AI for eligible small businesses in India in 2026, allowing businesses to use AI to respond to customer questions, recommend products, capture leads and support sales through WhatsApp.
Meta also introduced Meta Business Agent, an AI system designed to answer customer questions, recommend products, book appointments, qualify leads and allow businesses to take over conversations when human support is required.
For third-party AI systems operating through the WhatsApp Business Platform, their non-template replies can fall under service-message pricing.
Meta Business Agent itself has a separate token-based pricing structure, meaning businesses using Meta’s own AI agent need to consider that cost independently from service-message charges.
Click-to-WhatsApp Conversations Have a Separate Free Window
There is also a separate free-entry-point mechanism for customers who start conversations through eligible Click-to-WhatsApp ads or Facebook Page call-to-action buttons.
Current reporting on Meta’s pricing rules says messages within the applicable free-entry-point window remain free from Meta messaging charges.
This is different from the standard 24-hour customer service window.
Businesses therefore need to distinguish between:
- Standard customer-service conversations
- Free-entry-point conversations
- Service messages
- Utility messages
- Marketing messages
- Authentication messages
Each category follows its own pricing rules.
What the Change Means for Businesses Using WhatsApp
The new pricing structure makes customer-service messaging a cost that businesses using the WhatsApp Business Platform need to monitor.
Businesses with relatively low support-message volumes may remain within the 1,000 free service messages per phone number each month.
Companies handling thousands of customer interactions may cross the allowance more frequently and therefore need to track their delivered service-message volume.
The change is particularly relevant for businesses using WhatsApp for:
- Customer support
- Order-related queries
- Product questions
- Automated responses
- AI-assisted customer service
- Post-purchase communication
The cost is still relatively small on a per-message basis in India, but the number of messages sent can determine the overall impact on a business’s communication budget.
WhatsApp Business Platform Introduces a New Cost for High-Volume Support
WhatsApp Business Platform introduces charges for customer-service replies from October 1, 2026, ending the previous unlimited free treatment of service messages.
In India, businesses receive 1,000 free service messages per business phone number every month, after which additional service messages are charged at ₹0.115 per delivered message. Utility messages sent inside the 24-hour customer service window are also now chargeable.
The change applies to the WhatsApp Business Platform rather than ordinary WhatsApp use, while customer-initiated messages remain free.
For businesses that depend heavily on WhatsApp for customer support, the new model makes message-level usage an important part of managing their communication costs.
