Odisha Launches 53 Industrial Projects Worth ₹39,383 Crore Across 14 Districts

4 Min Read

The programme combines facility inaugurations and project groundbreakings across manufacturing and service sectors, with an estimated employment potential of 42,512.

Information checked on 24 October 2026

A programme covering 53 industrial projects in Odisha, involving a combined investment value of ₹39,383 crore, was unveiled at Kalinganagar in Jajpur district on October 14, 2026.

Chief Minister Mohan Charan Majhi inaugurated industrial facilities and laid foundation stones for new 53 Industrial Projects at the event. Detailed reporting identifies 46 participating companies, with projects spread across 14 districts.

The programme carries an estimated employment potential of 42,512 opportunities, with recruitment and operating schedules varying by project.

Odisha investments cover established sectors such as steel and metals alongside food processing, renewable energy, textiles, technology, logistics, healthcare and tourism.

Industrial 53 Industrial Projects in Odisha: Investment Breakdown

The announcement brings together projects at different stages of development.

According to Business Standard’s detailed breakdown, the programme included 24 inaugurated industrial facilities and 29 projects for which foundation stones were laid.

Project stageNumber of facilities or projectsInvestment value
Inaugurated facilities24₹31,607 crore
Projects at groundbreaking stage29₹7,776 crore
Total53₹39,383 crore

The inaugurated facilities involved 18 companies, while the groundbreaking projects involved 28 companies.

The distinction matters when assessing the announcement. A formally inaugurated facility and a project beginning development have different construction, production and hiring schedules.

The combined investment figure therefore covers facilities inaugurated at the event and projects still progressing through development.

53 Industrial Projects Spread Across 14 Districts

The programme extends beyond Kalinganagar, which served as the venue for the main event.

The districts covered are Angul, Bargarh, Balasore, Boudh, Cuttack, Dhenkanal, Jajpur, Jagatsinghpur, Keonjhar, Khordha, Mayurbhanj, Puri, Sambalpur and Sundargarh.

The state government has presented the geographical spread as part of its effort to distribute industrial activity and employment more widely.

From a business perspective, investment in several districts could create opportunities for suppliers and service providers closer to individual project sites. The benefits would depend on the scale of local procurement, recruitment and operating activity at each facility.

Manufacturing Remains Central as Other Sectors Expand

Steel, metals and related manufacturing continue to feature prominently in the investment programme.

The projects also cover chemicals, industrial gases, refractories, renewable energy, biofuels, energy storage, food processing, textiles and apparel.

Electronics, IT services, logistics, warehousing, shipbuilding and repair, tourism, hospitality and healthcare broaden the sector mix.

This combination reflects Odisha’s stated ambition to develop a more diverse industrial economy while building on its existing manufacturing strengths.

For the state, diversification could widen the range of skills employers need. A food-processing business, technology operation and steel facility each requires a different mix of workers, suppliers and supporting services.

Tata Steel and NINL Projects Form Part of the Programme

Developments associated with Tata Steel Kalinganagar and Neelachal Ispat Nigam Limited, or NINL, were among the projects highlighted during the industrial programme.

Business Standard separately reported a cumulative investment of approximately ₹9,067 crore in the facilities and expansion activities presented at these sites.

The work includes new steel-finishing facilities, the first phase of a slurry pipeline and an air separation unit developed by Linde India. The programme also included the launch of expansion activities at NINL.

According to the report, the developments are expected to support 10,500 direct and indirect employment opportunities.

These company-level figures describe components of the wider industrial programme.

IMFA’s Kalinganagar Project Highlights Progress Before Inauguration

The event also included the inauguration of Indian Metals & Ferro Alloys’ greenfield ferrochrome project at Kalinganagar.

In its announcement, IMFA said construction began on May 22, 2025, and the first furnace produced output on August 25, 2026.

The company projected 1,500 direct and indirect jobs associated with the project.

The 53 Industrial Projects timeline also shows why inauguration dates should be read alongside operating milestones: initial production can precede a formal opening ceremony.

Employment and Opportunities for Local Businesses

Majhi said industries had been asked to prioritise local candidates across skilled, technical and other roles.

The government also expects the investments to create opportunities for micro, small and medium enterprises, local suppliers and entrepreneurs.

Possible supporting activities include equipment maintenance, transport, packaging, fabrication and other services needed by larger industrial customers.

For local businesses, securing such work would depend on meeting buyers’ quality, capacity and delivery requirements. For workers, the practical indicators will be recruitment announcements, training opportunities and the timing of individual projects’ operations.

Separate Investment Proposals Were Also Received

Alongside the inauguration and groundbreaking programme, Odisha received 14 additional investment proposals, comprising 12 memorandums of understanding and two investment intent forms.

Financial Express reported their combined proposed value at ₹4,805.66 crore, with estimated employment potential of 9,170 opportunities.

These proposals were reported separately from the 53 Industrial Projects programme. They represent another stage in the investment process and should remain distinct from the facilities inaugurated and projects taken up for groundbreaking.

What Will Determine the Programme’s Economic Impact?

The immediate significance of the announcement is the mix of completed facilities and projects progressing into development.

For projects at the groundbreaking stage, the next milestones include construction, equipment installation, commissioning and recruitment. For inaugurated facilities, operating performance and sustained employment will help demonstrate their contribution.

The wider effect will also depend on how much demand reaches local suppliers and service providers. Tracking those outcomes over time will provide a clearer picture of the programme’s economic impact than the investment headline alone.
