TRAI Launches Digital Connectivity Rating Platform in India
TRAI Launches Digital Connectivity Rating Platform in India, giving consumers a new way to check the digital connectivity rating of properties before making a purchase or lease decision.
The Telecom Regulatory Authority of India (TRAI) launched the Digital Connectivity Rating (DCR) Platform on September 25, 2026. The platform provides a public interface where consumers can view properties that have been rated for digital connectivity and verify their rating certificates.
The platform is designed to bring property managers, registered Digital Connectivity Rating Agencies (DCRAs), and consumers onto a common digital system. It also provides an end-to-end digital workflow for property registration, assessment, certification and publication of ratings.
TRAI Chairman Anil Kumar Lahoti said the platform establishes a transparent and standardised framework for assessing the digital connectivity readiness of properties.
TRAI Launches Digital Connectivity Rating Platform for Property Connectivity
TRAI Launches Digital Connectivity Rating Platform as part of the regulatory framework for assessing digital connectivity inside properties.
The platform implements the Rating of Properties for Digital Connectivity Regulations, 2024, as amended by the Rating of Properties for Digital Connectivity (Amendment) Regulations, 2026.
The 2026 amendment was notified on May 13, 2026, while TRAI issued the Rating Manual 2026 on June 9, 2026. The manual provides the methodology for assessing digital connectivity across different categories of properties.
The framework is intended to create a standardised method for assessing digital connectivity infrastructure and service performance within properties.
What the New Digital Connectivity Rating Platform Does
The DCR Platform provides a public interface for consumers to search properties that have received a digital connectivity rating.
Consumers can search for a rated property using:
- Property name
- Certificate ID
- Location
They can also view the property’s digitally signed rating certificate and verify its authenticity using the QR code on the certificate.
This means that digital connectivity becomes a publicly visible and verifiable attribute for properties that have completed the rating process.
The platform is not limited to consumer searches. It also manages the administrative and assessment processes required to award the ratings.
How Property Managers Can Use the Platform
Property managers can register properties on the platform and submit applications for digital connectivity ratings.
The platform allows property managers to:
Register Properties
Properties can be registered under categories such as residential, government, commercial and other applicable property classifications.
Submit Rating Applications
Property managers can submit applications and upload the information and documents required under the framework.
Select a Registered DCRA
Property managers can select a registered Digital Connectivity Rating Agency to conduct the assessment.
Track the Application
The platform provides status tracking throughout the rating process.
For properties under construction, the framework also provides for assessment at the design stage based on approved design documents and declarations. After construction and installation of the relevant infrastructure, further assessment is carried out before the final rating process.
Digital Connectivity Rating Agencies Conduct Property Assessments
Digital Connectivity Rating Agencies, or DCRAs, are responsible for conducting the assessments under the framework.
The Rating Manual 2026 states that DCRAs assess digital connectivity using prescribed criteria covering areas such as fibre-optic availability, mobile network coverage, Wi-Fi accessibility and broadband reliability.
Registered DCRAs can access assigned applications through the platform, record observations and test results, manage supporting documents and complete the rating process.
The platform then supports the digital workflow covering assessment, report generation, certification and publication of the rating.
Mobile App Enables In-Building Connectivity Testing
TRAI has also introduced a dedicated mobile application for field assessments.
The DCRA mobile app allows authorised agencies to conduct in-building digital connectivity measurements according to the prescribed testing methodology.
Information submitted through the web platform and assessment data captured through the mobile application are synchronised with the DCR Platform.
The platform also supports eSign for digital signing and verification of documents and certificates.
Other functions include online payment of applicable rating fees, email and SMS alerts, and secure storage of property records, test results, certificates and audit logs.
What Is Measured Under the Digital Connectivity Rating Framework?
TRAI’s Digital Connectivity Rating framework uses defined parameters to assess the digital connectivity readiness and service performance of properties.
The Rating Manual 2026 identifies areas including:
Fibre Readiness
The framework evaluates the availability and readiness of wired connectivity infrastructure.
Mobile Network Availability
Mobile network coverage forms part of the assessment, including measurements of network performance within the property.
In-Building Solutions
The framework covers infrastructure designed to extend and distribute wired or wireless connectivity within properties.
Wi-Fi Infrastructure
Wi-Fi-related infrastructure and service performance are also considered under the assessment methodology.
The framework uses different assessment criteria for different categories of properties.
Which Properties Can Receive a Digital Connectivity Rating?
The amended framework covers multiple categories of properties.
These include:
- Residential properties such as apartments, independent houses and gated communities
- Government properties
- Commercial establishments
- Industrial estates and SEZs
- Shopping malls
- Hospitals
- Hotels
- Educational institutions
- Airports
- Bus stations
- Railway stations
- Stadiums and permanent gathering spaces
- Expressways
- Highways
- Railway routes
- Metro corridors
The regulations divide properties into Category A and Category B classifications for assessment purposes.
Digital Connectivity Ratings Use a Standardised Scoring System
The framework assigns a cumulative score to a property after the assessment.
Based on the score, a Digital Connectivity Rating from one star to five stars is awarded. TRAI’s Rating Manual describes the rating as an indicator of a property’s readiness to support high-speed and reliable digital services.
The rating is based on the assessment methodology specified in the manual rather than simply on a single network speed test.
The assessment includes infrastructure, service performance and user-experience parameters, depending on the property category.
User Experience Is Also Part of the Assessment
The framework does not focus only on infrastructure.
The Rating Manual includes user experience as an assessment area. It covers feedback related to mobile, wireline and Wi-Fi services within a property.
The methodology includes feedback relating to factors such as:
- Voice call quality
- Voice call accessibility
- Voice call retainability
- Data speed
- Latency
- Service uptime
- Coverage
For properties with fewer than 1,000 users, the manual specifies that feedback should be collected from at least 10% of users. Where the total number of users exceeds 1,000, feedback may be collected from a minimum of 100 users.
Digital Connectivity Ratings Can Be Renewed
A digital connectivity rating is not intended to remain unchanged indefinitely.
TRAI’s Rating Manual states that ratings are subject to renewal and reassessment. The validity period prescribed by the Authority is five years from the date of issuance of the rating certificate, subject to the applicable provisions.
The framework also provides for re-rating in certain circumstances.
For example, a property manager may seek reassessment after significant upgrades to digital connectivity infrastructure, including expansion of fibre networks, installation of in-building solutions or other major technology upgrades.
What the Platform Means for Property Buyers and Tenants
The DCR Platform gives consumers access to information about the digital connectivity rating of properties that have been assessed under the framework.
A consumer looking at a rated property can search for it on the platform, view its rating certificate and verify the certificate through its QR code.
TRAI’s framework is designed to provide prospective property owners, tenants and businesses with a standardised measure of digital connectivity readiness and service performance.
The framework also encourages digital connectivity infrastructure to be considered during the planning and development of properties rather than only after construction.
TRAI’s Digital Connectivity Rating Platform Creates a Common Digital System
TRAI Launches Digital Connectivity Rating Platform in India to connect consumers, property managers and registered rating agencies through a common digital interface.
The platform provides consumers with access to published property ratings while giving property managers a digital process for applications, documentation and tracking.
For DCRAs, it provides tools for assessment, documentation, reporting and certification, while the dedicated mobile application supports field measurements inside properties.
The platform is part of TRAI’s broader framework for standardising how digital connectivity infrastructure and service performance are assessed across different property categories.
